Ethereum Targets a Quantum-Safe Layer 1 by 2029

The Ethereum Foundation's Protocol cluster has made post-quantum readiness a multi-fork engineering priority, targeting full Layer 1 resistance across execution, consensus and data by December 2029.

The target is precautionary rather than a response to an active break. The Foundation said planning assumes “Q-day” could arrive as early as 2030, while acknowledging that most credible estimates place it later and that it may never occur.

The first practical test is Hegotá, the fork now entering scope. Hegotá is not described as the post-quantum fork; it is intended to establish the transaction and account architecture needed for later migration. The roadmap then spans successive forks, including a minimum-viable post-quantum contingency milestone and a later full design.

Execution and consensus face different constraints. Native account abstraction could allow execution-layer signature schemes to change with greater agility. Consensus cryptography, however, requires hard-fork coordination and must be hardened before rollout.

The schedule is explicitly aggressive. Reaching the full target would require overlapping research, specifications, prototypes, devnets, client implementation and security review across several forks. The Foundation plans to reassess quantum progress with outside experts in January 2027.

The important distinction is between roadmap and deployment. A target date does not mean the required cryptography is final, audited or active on mainnet. Evidence will accumulate only as proposals move through the published maturity pipeline from research to EIP, prototype, devnet and eventual mainnet inclusion.
